It sounds more to me like Iwata is giving a rationale for NOT planning a new version of their hardware, until and unless the games that the software developers are trying to make directly demands it.
Yes, that could wind up being more often, technically, but I don’t think Nintendo is posturing to obsolete a console that they are selling as fast as they can make.
This just sounds to me like he’s ragging on the formula, which says that every 4 years, you need a faster processor, more RAM, and a better graphics card (and terrible backwards-compatibility).

I agree with burndive, that interview with Iwata is definately saying that 4 more years is not long enough.
